Fetal Alcohol Spectrum Disorder Awareness Day - September 9, 2024
Warden White declared September 9, 2024 as Fetal Alcohol Spectrum Disorder Awareness Day in the County of Dufferin. Jennie Hilts and Tara Leskey, Dufferin Child and Family Services (DCAFS), were in attendance to accept the proclamation.
Dufferin Child and Family Services will be co-hosting a Fetal Alcohol Spectrum Awareness Day Walk in Guelph on September 9, 2024. Wear red on September 9th in support!
Western Ontario Wardens’ Caucus - 2024-2025 Strategic Priorities
Kate Burns Gallagher, Executive Director of the Western Ontario Wardens’ Caucus, delegated regarding the Caucus’s 2024-2025 strategic priorities.
The strategic priorities that the Western Ontario Warden’s Caucus is focusing on for 2024-2025 are:
- Housing affordability – particularly in small and rural areas
- Infrastructure – ensure that there is infrastructure to support growth
- Workforce to support economic growth
- Mental health, addictions and homelessness funding – particularly in rural communities
Service and Governance Review from StrategyCorp Inc.
Sabine Matheson, Principal, and Stacy Hushion, Vice President, StrategyCorp Inc., provided an update regarding the Governance and Service Review. A copy of the presentation slideshow is available here.
County staff will review the findings from StrategyCorp Inc. and seek further input from staff at the local municipalities. Staff anticipate reporting back to Council in late fall 2024.
Traffic By-Law Amendments - Community Safety Zone & Reduced Speeds
Council has directed staff to implement a new Community Safety Zone along Dufferin Road 7 that will extend 500 metres west of the intersection at Mono-Adjala Townline.
In addition, Council has directed staff to temporarily reduce the speed limit to 40 km/hr on Dufferin Road 11 between 30 Sideroad and Highway 89 and Dufferin Road 124 between Highway 89 and Wansborough Way. This reduced speed limit will be in place for three years with a review to be conducted in 18 months.
2024 Bill Hill Scholarship Recipients
A reception to congratulate the seven recipients of the Bill Hill Scholarship took place on July 3rd.
Each year, the Bill Hill Scholarship recognizes outstanding students in Dufferin County that are entering into post-secondary education and/or training. The seven recipients of the Scholarship have all shown outstanding dedication to their studies in addition to being active in their community.

Dufferin County Equity Collaborative 2023 Report to the Community
The 2023 Dufferin County Equity Collaborative (DCEC) Report to the Community provides a highlight of key activities and accomplishments during the 2023 calendar year. Review the full annual report by clicking on the button below.
Looking ahead, Dufferin County will be taking the lead on investigating the Living Wage Accreditation process for DCEC members. Living Wage Employers recognize that paying a living wage constitutes a critical investment in the long-term prosperity of the economy by fostering a dedicated, skilled, and healthy workforce. Living Wage Employers sign a license agreement and pay an annual employer certification fee. This fee helps the Ontario Living Wage Network to calculate the living wage, certify and recognize employers for their living wage commitment, and advance the living wage movement.
Community Safety and Well Being Plan – 2023 Annual Report
Each year an annual report is presented on the Community Safety and Well-Being Plan (2021-2024), highlighting significant work of the Integration Table, its partners and the community.
In 2023, the Integration Table successfully conducted a community-wide survey, which provided value information to guide the next plan. The Integration Table focused on the following priority areas for 2023:
- Community Safety and Violence Prevention
- Housing and Homelessness
- Discrimination, Marginalize and Racism
- Substance Use and Addiction
- Mental Health and Well-Being

Shelburne Centre for Health Collaboration with the Toronto Metropolitan University
The physicians at the Shelburne Centre for Health (SCFH) have entered into a collaborative agreement with the new Medical School at Toronto Metropolitan University (TMU). This agreement will have SCFH become a teaching site and serve as a clinical base for six students/residences each year.
Council approved a lease agreement with Shelburne Centre for Health to allow the additional space needed to make this collaboration possible. This collaboration is hoped to aid in recruiting new doctors to the area and combatting local doctor shortages.
Building Division Customer Service Initiatives and Enhancements
The County’s Building Division is in the process of launching new initiatives to guide homeowners and customers through the permitting process for home projects.
One initiative that the Building Division has already launched are how-to videos and step-by step guides to help homeowners through each step of the permit application process. Permit application checklists for different types of projects have also been developed as a reference for those applying.
Proposed Changes to the Building Fees and Charges By-Law
Council have taken steps in approving proposed amendments to the Building Fees and Charges By-Law. Proposed amendments include, but are not limited to:
- Permits that have been sitting dormant for twenty-four months will be charged an automatic fee of $1,000 and an additional $200 for each month it remains open. The applicant can request an extension for their permit and it may be granted at the discretion of the Chief Building Official, or the permit will be revoked.
- A fee is currently charged when an Unsafe Order is issued, but not for other orders. This will be changed to charge a fee for all orders issued.
- A fee of $500 will be applied each month for Orders that surpass their compliance deadline.
In accordance with Section 7(6) of the Building Code Act, a public meeting regarding these proposed amendments will be held on August 22, 2024 at 3:00 pm.

Appointment of New Integrity Commissioner
Council has appointed Principles Integrity. Integrity Commissioners, Jeffrey Abrams and Janice Atwood, will be serving the County on a five-year term effective August 1st, 2024. Large Event in East Garafraxa on July 20-21
The County of Dufferin and the Township of East Garafraxa are working with RSSB Canada to make its upcoming annual event a success. The event will take place from July 20-21, 2024 at 471360 County Road 11, East Garafraxa, ON and will bring a large number of visitors to the County.
Council approved an amendment to a Site Plan Agreement with RSSB Canada in order to facilitate the event in a manner that promotes safety and management.

Council Advocating for Safety Improvements at Dufferin Road 17 & Hwy 10 in Melancthon
Council and staff are advocating to the Ministry of Transportation to implement safety features on Highway 10, specifically at the intersection of Dufferin Road 17 and Highway 10. This advocacy will include, in part, discussing the safety of Highway 10 at the requested Association of Municipalities of Ontario (AMO) Conference delegation. In addition, this resolution from Council will be circulated to the Premier, the Ministry of Red Tape Reduction, and MPP Sylvia Jones.
Council Advocating for Continuation of Wastewater Testing Program
Throughout the COVID-19 pandemic, the Ontario Government, through the Ministry of Environment, Conservation, and Parks, operated a world-leading wastewater testing program that provided test results from 13 academic institutions to 34 public health units and other end users, which included many smaller communities, rural areas and northern Ontario. It has recently been announced that this program will no longer receive funding as of July 31, 2024.
Council is requesting that the Minister of Health and the Minister of the Environment, Conservation and Parks reconsider the funding cuts to this wastewater testing program in order to protect the health and well-being of the residents of Ontario and reduce future costs to our health care system.
